How do bookies make money on soccer?

Can somebody answer the question for me. In all other sports a book can balance his bets so that there is no way they can lose on a given game. However, the math doesn't seem to balance out this way for soccer. How do they allocate thier bets to maximize profits? Thank you for any answers.

Easy, example world cup. you go to OT. your regular time bet loses. If you take the spread then it counts in OT. You pick a win and they tie you lose in soccer its crazy 3 ways of losing lol (win,lose,tie)

Look at any league tables and see how many ties (draws if you are from Europe, LOL) there are. One way to win your bet, but two ways to lose - unless you play the "two way" bets where they really massage the odds to their advantage.
